In my small town , men insult me when i wear a skirt.Should these boys be severely punished ?

 France is supposed to be a modern country , with equal rights for men and women.But in many small towns , like mine in the south , some boys and men  think they are superior to women , and they insult us when we wear a skirt.They call me "slut" or when some of my friends wait for the bus , wearing a skirt , they ask them " how much money do you want if i have sex with you ? ". So , i have decided to create this poll. How should these boys be punished ? Also , i would like to know what your country does to prevent sexual harassment and to punish these sex offenders .
