If I could find a neighborhood that doesn't allow dogs - I would sell my place and move there in a minute!!! SO, sick of inconsiderated neighbors letting their dogs bark and bark!
I don't know about Pennsylvania, but here, in France, we have anti-barking laws, as part of our comprehensive anti-noise pollution legislation. Not always easy to enforce, though.

It really bothers some man I ran into . He rebuked me for whistling to his neighbor's dog.
