Would this be an interesting plot for a novel?
In Independance Iowa, thirty-nine year old Shelly Koontz, was arrested on a charge of fifth-degree theft, Thursday night.
Reportedly, she checked out a book from the Jesup Library in April, entitled, "The Freedom Writers Diary." The book is valued at $13.95.
Library employees tried to contact her via mail and telephone, but with no success. And a police officer even came to Koontz's residence, last September.

maybe, it depends if you add something else to the story
this is laughable. But maybe it will teach people to return their books?
Yes. If written well, that could definetely make for a pretty cool plot.
