i agree he is to young to no that its wrong, but he didnt break in if it wasnt locked os its not really a crime. id say the biggst crime in this is how bad the securety is.
If the store door was not locked then it is not a break-in strictly. He simply entered. I wonder how the parents are reacting to this situation. 4 year old in these days and age are quite advance in intelligence than when I was four myself. Fiji is not as hi-tech as the US, but 4year olds in Fiji are already using computers probably more inteligently than many grown-ups do.

I have to with funny, he is too young to understand what he is doing and what's up with the security if a 4-year old can "break" into the store?
I notice that it wasn't very hard to break in. I think that the store should be locked up at night.
