On the other hand, if you come from a small town, and you are related to people who own much of it, you can get away with pretty much anything. I've lived in many small towns, and there always seems to be these little lords.

Smaller towns force more accountability on a person.  People in big cities have a more disposable relationship with each other, with their homes, with their jobs, and with their education.  In a small town, you can't run away from yourself as easily.
