They do this by making the rest of us fear their own people, thereby creating a rift between their people and everybody else. Jim Jones did this, David Koresh did this, and Al Q'aida are doing this now. What has to be done, is to alienate the terrorist organisations within their own societies. Once they have no support, it would be far easier to eliminate them.
The only way I envision beating these islamic extremist terrorists is to take the offensive. Show em what the west is made out of. Site out all of these terrorist organizations and go to work. Al Queda, Taliban, Hamas, Al Aqsa Martyrs Brigade, Hezbollah, the trouble makers in Africa, all of em. As long as they exist this world will not be in peace.

This Indian attack was caused by Religious extremists, probably led by very educated fundamentalists who were being ignored by the powers in charge. Like disgruntled children, good luck with hunting them down or declaring war. It's been going on for millennium. Bad ideas are conquered by better ideas, plain and not so simple.

There are Christian terrorist groups as well. Reading the Bible and being taught the gosple obviously didn't do much to deter them.
