Bombings in London, Madrid, Bali, Djakarta, (the last two targeting Australians and the Australian embassy respectively) and of course Iraq itself, have all been linked to the Iraq war. Captured would be suicide bombers and those who have made tapes have consistently used this as their prime reason. If there is a president who is popular overseas (especially in Muslim countries) then the people in these countries will be less likely to strap themselves with explosives and wander into an army checkpoint.
