Should Safe Haven laws allow people to only drop off infants or should they include all children?

Nebraska has passed a child Safe Haven law that allows parents to leave their children of any age at designated safe locations to become wards of the state.  Most Safe Haven laws only extend to infants, Nebraska law encompasses all children.  The idea is that parents who know their home to be unsafe can opt to surrender their kids into safer custody no questions asked.

I know that if I were a parent, I'd want my children to recieve some kind of protection similar to this no matter what age, until they get their drivers license or something like that. That seems appropriate to me.
