It would seem that too much openness and transparency would lead to weak spots. It's been said that for every secret weapon, there's an organization to keep it a secret. Such things (and people) could not withstand any light being brought upon them. (Without becoming a liability)
There are two reasons a government does something in secret: Things like military planning and espionage and nuclear research need to be kept secret because having them out in the open would be damaging to the nation.-And the other reason is that if certain shady deals came to light it would harm the reputation of those behind them, and possibly send them to jail. THIS is what needs sunlight.
