Hawaii might actually be the only state that actively rounds up and deports homeless people to other states in the US -- at considerable expense -- and gets away with it. Maybe every state could be as "liberal" as Hawaii and declare their tourist economy a compassionate reason to jettison their worst people.
I'm betting that it's something else... the fact that it's cold in the winter and homeless people would die. Also, I would guess that more people, proportionally, who live in Alaska have jobs that require them to be in Alaska, and specifically jobs that pay pretty well. The climate (at least for part of the year) wouldn't attract the kind of shiftless loafers that can easily scrape by in better climates.

Hawaii has a far more pleasant climate, for sure, and beautiful beaches and gorgeous mountains. But it's filled with bums and poverty-stricken pot smokers, and nobody there seems to have any motivation. Alaska, in contrast, appears to be full of industrious people trying to achieve something.

I was lucky enough to visit Hawaii once, I would LOVE to see Alaska.
