Billing it to medical insurance is an abuse that diverts money away from life saving procedures, and puts it straight into the pockets of the pharmaceutical companies.
I'm not a McCain supporter, but I thought he answered the question as honestly as he could. I'd rather a politician did this instead of pretending to be more familiar with the issue.
Any president has no way of controlling what insurance companies do unless he can pass a bill/law. This is the least of America's problems right now. So all this is pointless.
