Is this photo really that scandalous?

Robert Paxton, the 52-year-old president of Iowa Central Community College, resigned from his job this week after the following photo was published in the Des Moines Register.  The school will pay him $400,000 for his resignation.  

The photo shows Paxton (far left) holding a mini-keg of beer as a young woman indulges.  Paxton says that every person drinking on the boat was of legal age and that his 19-year-old son was driving the boat and not drinking.  (He also claims the mini-keg was broken.)  Full story here.
