Technologically, they're on-the-spot. But India has a lot of "developing country" problems -- poor education, poverty, disease, social inequality, injustice, crime, slavery, etc... I think they're doing a great job in catching up with western civilization, but they still have a way to go before I would consider them a modern nation.
They are developing, and if corruption does not bring things to a screeching halt, they will be doing to China what China is currently doing to Korea, which is what Japan did to Germany, which is what Germany did to the US, which is what the US did to England, which is what England did to Spain and France, which is making higher quality goods at a cheaper price, and therefore become the next economic tiger.
