It is harder to use, and usually offers a lesser service. So if someone tell me his email is something@att.net I assume they're just not aware of web based services and the good they offer.
I would say that an ISP's mail is usually harder to use than a web mail client like GMail. Of course, I run my own mail server, entirely (and it's MS Exchange, which has the worst management tools of any mail server software that I've ever used).
