They should be able to speak off-the-cuff though, and write their important speeches, leaving the "campaigning for mayor whatsisface to get reelected" to the speechwriters. Oh, but imagine what would happen if Bush was allowed to speak off the cuff or write his own speech... He is hardly able to READ his own speeches without committing the kind of daily gaffes that appear daily on Letterman

It would be impossible for them to write everything themselves, unless they just do that all day long. A good leader doesn't need to write: but he does need to dictate the general content of those speeches.
