Seems unlikely. Americans use far more resources than people in any other country... which is ultimately why immigrants want to live here instead of their native countries. They want to enjoy the same level of decadence and waste that we live with.
They use resources no matter where they are, whether they are in Mexico City or New York. Actually, because the environmental restrictions are more lax in Mexico they are making less of an impact in America. However, the impact will be in the US, so it would be better for the American environment if they were there.
