Once the mom stops buying underware for her daughter means the daughter is old enough to decide for herself what kind of underware she wants to wear and then it's not really the mom's business anymore. I'm thinking it's rare for a mom to buy a thong for their daughter.
I was wearing them at that age, so I'd have to be a hypocrite to say that my daughter couldn't. The fact is that with certain bottoms, they look much less tacky than regular underwear; it's not about being a tramp.
I wore them when I was able to buy them on my own. I would strongly discourage wearing them though. They can cause infections, etc. Also, they aren't going to be walking out of the house with their thong showing. I can't imagine why anyone would think that is sexy.
Actually, if worn with light fabric, form fitting pants or skirts, I'd let her wear one younger. But I don't think I would let her wear one as a fashion statement. Hense my answer of 18.
