Ironically, this is exactly the thing which Nintendo crushed when they released the NES... the game market was stagnant due to a myriad garage programmers releasing crap games, and disillusioned gamers just quit buying games. Until Nintendo issued their "nintendo licensed software" standards to prevent fly-by-night developers from flooding their console market with junk software.
