Is it OK for a Police Officer or Administrative Personnel to lie in order to teach an important lesson?

Students at an El Camino High School were lied to by Officers and Administration about their missing colleagues. They were informed the missing students were killed in a drunk driving related accident, not presenting the truth for the shocked and grief-stricken students for over two hours. (source)

Even when I really like the idea that police uses psychological war, I think it should be a controlled weapon and used with great care. Also, it could make people to disbelief police officers when they're actually telling the truth.
