If you're a poor kid in Iraq, for example, you're not deciding your own fate, period. But, [God] helps those who help themselves. In modern day terms, no free ride.
I have translated life into a mathmatical graph, which can be drawn to show these predestinies in life. The perfect path is a straight line, beginning with birth and ending with death. Good fortune on both sides of the line, close to the line and misfortune beyond the good fortune. Our lives crisscross the line based on those decisions which we make but if we keep a good karma by doing good then we stay within the good area. Each time we cross the line, as we make our way along our path of destiny, is a predestined event since we intersect out path. The closer to the path, the better our chance to experience the path that was to be our perfect life.
There are forces at play which will not be compromised. We may attempt to cheat the fate ordained for us but it will not be cheated. Now mind you, choosing the ice cream you eat would not be part of the fate we will endure. But when you are supposed to be in a certain place at a certain time to encounter your fate nothing will keep you from that preordained appointment.

So noted.
I'd like to add: [consciously or unconsciously] decides his or her own fate.
