when setting up a salt water aquarium, you add water, salt, chemical removers and such along with a substrate, after a few/several weeks, life forms called copepods and amphipods will just appear....true or false?

hhhhhhhhhhmmmmmmm i may have misunderstood the process....all i know is that one day they just appear....they are not already on the live rock, which technically is not live itself......but i guess the live rock carries the building blocks that allows them to just appear...
