It just depends on your build. For me, I wear a size 10 even when I measure 28 around my hips (not waste) because I have a wide build. I would say that a 14 or a 16 is a bit plump for any woman though regardless of build.
Are we talking about American sizes today, American traditional sizes (which are more aligned with English sizes), or what? Because an American size 2 in the fashion design world is a size 6, so think about how that changes the scale. Also, it doesn't matter. It's how the weight is distributed based on the person's individual build so dress size is a somewhat moot point when you're talking under enormous sizes.
A little plump is no biggie, but lots of women are starting to get a little extra baggage at 10, perhaps 12. That doesn't mean I think anyone has to be smaller than a 10, just so you know. ;)
A size 12 is considered PLUMP? This is ridiculous! I hate this aneroxic culture and the mere fact that the question addresses the body size just for women is revolting.

I understand that when a man has size 32 jeans, it represents a 32 inch circumference at the waist. When women use numbers, I'm at a complete loss for their meaning.

How am I supposed to know from size numbers??
