I voted "disgusting." Women (and children!) have been wearing skirts for centuries, trusting that there shouldn't be decent men on the floor peering up them. I think the guy is invading the girl's personal space. I think about 3 feet apart is OK. Getting close enough to put a camera up her skirt is just too close. People should have some space.
